Burnley Salvation Army's new citadel in Richard Street, opened on Saturday 9th January 1971, when crowds lined the pavements as Brig. W. Hodgson (Accrington RD SA Corps) performed the flag breaking ceremony, which was followed by a prayer and Scripture reading by Mrs Maj. E. Grinsted, wife of the NW divisional commander, and Mrs Maj. H. Foster, wife of Brig Foster, officer in command of the Burnley Citadel. The ceremony followed a march to Richard Street from the corps' old citadel in Holmes Street. The opener of the new premises was Mrs Annie Leaver, of Cliviger, widow of Mr Bruce Leaver, of the contractors, Messrs Bruce Leaver Ltd. who died before the completion of the project.
The ceremony was attended by many local civic dignitaries and regional and national Salvation Army representatives. The Bishop of Burnley gave the benediction and described the Salvation Army as "an organisation without which we should all be immeasurably poorer" and ended: "This is a great venture which we see here today, and one which has the goodwill, co-operation and support, of your fellow-Christians." Dan Jones, MP said that in the 1930's, whilst unemployed, he sought the assistance of the Salvation Army in London and had never forgotten it.
Taking part in the ceremony was the 20-strong Burnley SA Band and the songster brigade.
